It was

introduced at the suggestion of Mr. Lowther

Kemp, a local chartered accountant and

representative of the Chamber of Commerce in the Legislative Council, The object being to encourage registration of companies in Singapore (see page 44 of the Proceedings

of the Legislative Council). The Proceedings only mention that the section was recommended

by the Select Committee and adopted by the

Legislative Council (see pages $79 and 61)

and there are no particulars of any further

discussion there may have been. The

Section occasioned no comment in this Office

or the Board of Trade, to whom a copy of the

Ordinance was sent.

It will be seen from the last

paragraph of No.2 that the F.0. have already

asked for the Board of Trade's observations.
